Speaker of Parliament Alban Bagbin has publicly criticised the persistent absenteeism of Members of Parliament (MPs) from sittings of the House, expressing concern that such behaviour undermines the legislature’s effectiveness and the public’s trust.

In June 2025, during a formal communication to the House, he pointed out that on one sitting day his message was delayed because only a handful of MPs were present when he took his seat. He emphasised that “this is very critical for the effective representation of citizens during public debates and decision-making”.

He further instructed parliamentary leadership to take action:

  • To devise measures ensuring lateness and absence are reduced to the bare minimum.
  • To scrutinise leave requests more rigorously, with the Second Deputy Speaker vetting whether reasons given for absence are genuine.

The Speaker also pointed out that some ministers — who are also MPs — have been among the worst offenders, with reports of more than 15 absences without permission. Under Article 97(1)(c) of the 1992 Constitution, an MP who is absent for 15 sittings without the Speaker’s written permission may vacate their seat.

Bagbin’s comments come amid concerns that weak attendance and participation could compromise parliamentary oversight and dilute the voice of constituents in the legislative process.
