The government has announced plans to construct 50,000 housing units across the country under a new programme aimed at improving accommodation for teachers, particularly those serving in rural communities.
Education Minister Haruna Iddrisu unveiled the initiative, known as the Teacher Dabre Initiative, during the Government Accountability Series on Monday, July 20, 2026.
According to the Minister, the housing project will be implemented through a decentralised model led by the District Assemblies Common Fund, with execution taking place at the regional and district levels.
“We intend to construct 50,000 housing units for teachers all across the country. It is led by the District Assemblies Common Fund, so we want to decentralise it at the regional and district level,” he said.
Iddrisu explained that the Ministry of Education would support the initiative by securing additional funding to ensure its successful implementation.
He disclosed that the government is considering the use of pension fund resources under the Ghana Secondary School Pension (GSOP) as collateral to help finance the project.
The Minister also revealed that the government is close to introducing a financial incentive for teachers who voluntarily accept postings to rural and hard-to-reach areas.
“Apart from the 20% allowance for persons who are self-posting into rural areas, we are almost through,” he stated.
The proposed rural allowance, together with the Teacher Dabre Initiative, forms part of the government’s broader strategy to improve teachers’ welfare and address the long-standing challenge of attracting and retaining qualified educators in underserved communities.
Government says strengthening the living and working conditions of teachers remains a key priority in its efforts to improve the quality of education and ensure equitable access to qualified teachers across the country.
