Speaker of Parliament Alban Bagbin has warned that he will publicly identify anyone who attempts to frustrate efforts to pass the Human Sexual Rights and Family Values Bill, 2025, popularly known as the anti-LGBTQ+ Bill.

He reaffirmed his determination to ensure that Parliament revisits the controversial legislation and completes the required processes for its passage during the current meeting.

Mr Bagbin issued the warning on Tuesday, November 3, when Parliament resumed sitting for the First Sitting of the Third Meeting of the Second Session of the Ninth Parliament.

Addressing lawmakers, the Speaker said he would not remain silent if anyone interfered with the legitimate parliamentary processes intended to move the Bill forward.

“I will assure you that I will mention names, names of any person who tries to obstruct the legitimate processes to see this Bill through. That I leave to your constituents,” he told MPs.

The Speaker also indicated that he intended to ensure the House considered a motion to rescind its earlier decision at the third reading of the Bill. Such a move would create an opportunity for Parliament to reconsider the proposed legislation.

Mr Bagbin acknowledged the considerable public attention surrounding the Bill, noting that its provisions raised important cultural, constitutional, legal and social questions.

He maintained that he was committed to working within Parliament’s rules and procedures to bring the legislative process to a conclusion and secure the Bill’s passage during the meeting.

The Human Sexual Rights and Family Values Bill, 2025, has remained a major subject of public debate, with supporters and opponents expressing sharply different positions on its provisions and possible consequences.

The Speaker’s latest comments signal his intention to move the legislation forward, while placing MPs and others involved in the parliamentary process on notice against actions he considers obstructive.
