Director of Communications for the United Party, Solomon Owusu, has warned Speaker of Parliament Alban Bagbin that future generations could hold him responsible if the Human Sexual Rights and Family Values Bill is not eventually signed into law.
Speaking on TV3 on August 13, 2026, Owusu said the controversy surrounding the legislation should not be reduced to a political victory for the New Patriotic Party (NPP), arguing that those involved in the process could ultimately be judged by their decisions.
He specifically pointed to Bagbin, accusing the Speaker of bearing responsibility if the bill fails to become law.
“The NPP has not been vindicated on any LGBTQ+ matter. If there is anybody that has to be accused of the LGBT+ bill having not been signed, it is Speaker Bagbin,” he said.
Owusu added that the Speaker could face criticism from future generations over his handling of the legislation.
“Children of this country will one day accuse Speaker Bagbin of the LGBTQ+ Bill if it is not signed,” he stated.
Parliament passed the bill on May 29, 2026. The legislation provides for a three-year prison sentence for same-sex sexual relations and up to five years for the funding, sponsorship or promotion of LGBTQ+ activities.
Bagbin, however, has directed Parliament to review and refine the bill following procedural concerns and debates over aspects of its sentencing provisions.
The Speaker has maintained that the legislation is a matter of national interest and should not be treated as a partisan issue.
Owusu’s remarks add to the continuing debate over the bill, particularly the role of Parliament and the Speaker in determining its final form and progress towards becoming law.
