Newly appointed Russian Ambassador to Ghana Andrei Ordash has assured that the case involving Russian national Vladislav Aleksandrovich Liulkov, who has been accused of secretly recording Ghanaian women without their consent, remains a priority for Russian law enforcement authorities.
Speaking in an interview with the Ghanaian newspaper Diplomatic Times, Ambassador Ordash said the case had attracted significant attention in both Ghana and Russia and reaffirmed Moscow’s readiness to cooperate with Ghanaian authorities.
His comments followed a commitment by his predecessor, Sergei Berdnikov, that the Russian Embassy would support efforts to apprehend Liulkov.
“It concerns a high-profile incident which has undoubtedly been a source of preoccupation in both Ghana and Russia. I can assure you that this matter remains a priority for the Russian law enforcement agencies,” Ordash said.
He maintained that Russia’s position on the allegations had not changed, stressing that Moscow condemns conduct that violates people’s rights, dignity and privacy.
“Russia’s position on the substance of the matter remains unchanged and unequivocal. We condemn any actions that violate people’s rights and dignity, including intrusions into their private lives,” he said.
Ordash added that Russia had been willing from the beginning to cooperate with Ghana within the existing legal and treaty framework.
“From the very outset, the Russian side has expressed its willingness to cooperate with the Ghanaian authorities within the existing legal and treaty framework,” he noted.
The ambassador said the matter should ultimately be handled through direct cooperation between the law enforcement agencies of both countries.
“I am convinced that all issues relating to this incident must be resolved through cooperation between the law enforcement agencies of the two countries,” he added.
He also said the case had exposed a wider gap in the legal relationship between Ghana and Russia, particularly concerning extradition.
“Incidentally, this case has shown that our countries need to draw up a document regulating their relations in the field of extradition,” Ordash stated.
Who is Vladislav Liulkov?
Liulkov, who is also known online as Yaytseslav Truhov, is a Russian national who came under widespread criticism in 2026 following allegations that he secretly recorded women in Ghana, Kenya and other countries.
Reports alleged that he used smart glasses to record women without their knowledge or consent.
His alleged approach involved meeting women in public places, developing relationships with them, exchanging contact details and, in some cases, inviting them to his apartment.
He was subsequently accused of secretly recording intimate encounters and distributing the footage online without the women’s consent.
Victims report alleged recordings
Minister of Communications, Digital Technology and Innovations Sam George disclosed on February 18, 2026, that some of the alleged victims had filed official complaints.
The complaints centred on allegations that intimate encounters had been secretly recorded and the footage circulated without the women’s consent, raising serious concerns over privacy and the protection of personal rights.
