Kojo Oppong Nkrumah Introduces ‘No Plan, No Cash’ Bill To Curb Unplanned Spending

Hon. Kojo Oppong Nkrumah, MP for Ofoase-Ayirebi, has introduced the Public Financial Management (Amendment) Bill, 2026 in Parliament to tighten fiscal discipline and curb unplanned government spending.

Nicknamed the “No Plan, No Cash” bill, the proposed law seeks to stop the release of public funds for projects not captured in Ghana’s approved National Development Plan. It also requires projects to be certified by the National Development Planning Commission before budget allocations are made.

The bill further aims to block the use of Internally Generated Funds for unapproved projects and mandates the publication of annual progress reports before expenditure warrants are issued.

Mr. Oppong Nkrumah says the bill will close loopholes that allow institutions to undertake projects outside the national development framework.
