Ghana Secures €65 Million German Pledge for Youth, Energy, and Skills Development

Ghana has received a pledge of €65 million (approximately GH¢823 million) from Germany to bolster the country’s development cooperation efforts, specifically targeting youth employment, renewable energy, and technical training.

Pledge Announced During State Visit

The commitment was announced by the President of the Federal Republic of Germany, Mr. Frank-Walter Steinmeier, during a joint press briefing with Ghana’s President John Dramani Mahama at Jubilee House in Accra on Monday, November 3, 2025.

Mr. Steinmeier emphasized that this funding, which is subject to approval by the German Parliament (the Bundestag), is part of Germany’s long-standing partnership with Ghana focused on sustainable development.

“We have been able to bring good tidings today. Germany will again commit more than 65 million euros to Ghana in the framework of our development cooperation,” Mr. Steinmeier stated, adding that the specific details of the funding would be negotiated before the end of the month.

Focus Areas of Cooperation

The German President confirmed that the new funding is intended to strengthen ongoing collaboration in several key sectors:

  • Energy and Efficiency: The funds will support work in energy efficiency and renewable energy.
  • Youth Skills: A significant portion is dedicated to youth skills training and vocational training, particularly in the health, pharmaceutical, and digital sectors, with the aim of creating decent jobs for young Ghanaians.
  • Sustainable Growth: Both nations are working together to lay the foundation for sustainable economic growth that benefits both Ghana and Germany.

President Mahama hailed Germany as a “steadfast and reliable partner,” noting the pledge reflects a shared interest in promoting youth empowerment and digital transformation, aligning with Ghana’s “Resetting Ghana Agenda.”

Strengthening Bilateral Ties

During his fourth visit to Ghana, the German leader also announced that both countries agreed to establish regular senior-level political consultations. This mechanism aims to strengthen cooperation across crucial areas, including trade, security, and climate-related issues.

President Mahama assured Mr. Steinmeier that Ghana would continue to provide a conducive environment for German private sector investment, especially within the framework of the African Continental Free Trade Area (AfCFTA), which is headquartered in Accra.

Mr. Steinmeier’s three-day state visit continues with planned meetings with young IT innovators in Accra and a trip to the Ashanti Region to inspect Ghana–German cooperation projects focused on technical and vocational education and training (TVET).
