Leaked documents circulating on social media have raised fresh questions about the operations of the Ghana Scholarship Secretariat during the tenure of its former Registrar, Dr Kingsley Agyemang, now the Member of Parliament for Abuakwa South.
The documents appear to show that the Secretariat approved and funded a scholarship for a 16-year-old student to attend a private high school in the United Kingdom, a move critics claim falls outside the institution’s mandate.
According to the leaked records, which reportedly bear Dr Agyemang’s signature, the Government of Ghana sponsored the student to study at a London-based high school for a two-year programme beginning in 2022.
The documents indicate that the Secretariat paid annual tuition fees of £27,900, bringing the total cost of the scholarship to £55,800 over the two years.
The records also include passport details identifying the beneficiary as a female born on September 20, 2006.
Ghana’s High Commission shared the documents to the United Kingdom. Sabah Zita Benson, who published the records, described the scholarship award as unlawful and called for those responsible to be held accountable.
According to her, the Scholarship Secretariat exceeded its legal mandate by sponsoring a student to pursue pre-university education abroad instead of funding tertiary-level studies.
“This particular scholarship was given to a 16-year-old to attend a private school (high school level) that will prepare her for a good college, which is outside the mandate of the Scholarship Secretariat,” she stated.
She further expressed hope that those responsible for approving the scholarship would eventually be held accountable.
“…Eventually, we shall clear the mess, but I do hope someone is accountable soon,” she added.
The leaked documents have sparked debate on social media, with many users calling for investigations into the circumstances surrounding the scholarship award and whether it complied with the Secretariat’s policies and legal mandate.
