Parliament to Consider Anti-LGBTQ Bill Following Speaker’s Directive

Speaker of Parliament Alban Bagbin has ordered the Business Committee to place the Human Sexual Rights and Family Values Bill 2025, widely known as the anti-LGBTQ bill, on the agenda for the next sitting of Parliament.

The instruction comes after a Financial Impact Analysis confirmed that the bill, which seeks to criminalize LGBTQ activities, does not create any financial obligations for the Consolidated Fund, meeting constitutional requirements.

In a communication to Parliament on February 10, Bagbin noted that the bill has complied with all necessary procedural steps under the House’s Standing Orders.

“The bill has completed all required processes. I therefore direct that it be scheduled by the Business Committee for presentation and consideration in the House,” he stated.

Additionally, the Speaker instructed that the Constitution of Ghana (Amendment) Bill 2025, which lapsed during the 8th Parliament, be reintroduced for debate and consideration.
