Finance Minister Lays Value For Money Office Bill Before Parliament

The Minister for Finance, Cassiel Ato Forson, has laid the Value for Money Office Bill before Parliament of Ghana, describing it as a key step to curb waste and inefficiency in public spending.

Presenting the bill, Dr. Forson said it targets inflated contracts, abandoned projects, cost overruns and wasteful expenditure by institutionalizing a value-for-money framework to ensure every cedi delivers maximum benefit.

He explained that the proposed Value for Money Office will operate as an independent oversight body, mandated to assess projects, issue compulsory Value for Money Certificates before major contracts are awarded, monitor compliance and apply sanctions where necessary.

The minister said the bill will strengthen fiscal discipline, promote accountability, align Ghana with international best practices and restore public and investor confidence by ensuring public funds deliver real social and economic returns.
