Finance Minister Dr. Cassiel Ato Forson has outlined a four-year plan to clear outstanding arrears owed to contractors and other creditors, stressing a sustainable and transparent approach.
Speaking on November 14, 2025, Dr. Forson revealed that the government inherited GH₵68 billion in arrears, which contributed to a 3.9% fiscal deficit. He noted that settling the full amount in a single year would risk destabilizing the economy.
“The government cannot pay GH₵68 billion in one year. We first audited all claims to validate them and devise a proper payment strategy. For 2025, GH₵13.8 billion was allocated,” Dr. Forson explained.
So far, about GH₵12 billion has been disbursed, leaving GH₵1.8 billion to complete the 2025 allocations. The 2026 budget sets aside GH₵25 billion for arrears, with the remaining amounts planned for 2027 and 2028.
“I believe within four years, all arrears will be fully paid. If payments proceed as planned this year, about GH₵17 billion will remain for subsequent years,” he added.
Dr. Forson presented the 2026 Budget Statement in Parliament on November 13 under the theme: “Resetting for Growth, Jobs, and Economic Transformation.”
