CHRAJ Holds Former GRA Boss Responsible for Procurement Breaches Costing Nearly GHS 9 Million

The former Commissioner-General of the Ghana Revenue Authority (GRA), Reverend Dr. Ammishaddai Owusu-Amoah, has been found responsible for procurement breaches and administrative lapses that resulted in losses of nearly GHS 9 million to the state.

This finding was detailed in a 157-page report by the Commission on Human Rights and Administrative Justice (CHRAJ), signed by Commissioner Dr. Joseph Whittal on 28 October 2025.

The report revealed that Dr. Owusu-Amoah oversaw irregular and fraudulent contract awards to three companies — Ronor Motors Ghana Limited, Telinno Ghana Limited, and Sajel Motors and Trading Company Limited — for the supply of vehicles and logistics services to the GRA.

CHRAJ’s investigation, initiated following a 2022 petition by the Movement for Truth and Accountability (MFTA), found that the contracts involved inflated prices, duplicated invoices, and, in some cases, companies that did not exist.

“The respondent, being the Entity Head, cannot escape liability,” the report stated, noting that these actions caused a financial loss of USD 826,551 (approximately GHS 8,971,933.43).

The Commission also found that the companies were not tax-compliant at the time of contract awards. Two of the companies, Telinno Ghana Limited and Sajel Motors and Trading Company Limited, could not be traced to their registered addresses.

Despite a late attempt by the petitioners to withdraw their complaint, CHRAJ continued the investigation, praising the MFTA for its “public spiritedness” in exposing irregularities in state procurement.

CHRAJ recommended that the Public Procurement Authority (PPA) strengthen the enforcement of procurement laws and establish a centralized database of verified suppliers to prevent similar breaches in the future.

Dr. Owusu-Amoah, who led the GRA from 2019 until his departure in 2024, has not yet publicly responded to the Commission’s findings.
